Well, if the Arab Spring is any indication, there are some situations where smart phones can be quite beneficial. Basically, it's an alternative information sharing network that can't be switched off as easily as the local internet. However, I've seen some people at Mozilla Festival networking regular phones - the presentation was called "Smart uses for dumb phones" - through a computer connected to one of them, I think, or some such.
